Biography of the founder of EMC Conseil 

Dr Emmanuel EVAH‑MANGA brings more than thirty years of expertise dedicated to public transformation. As an international consultant, trainer, and university lecturer, he supports decision‑makers in designing, structuring, and steering public policies adapted to the complexity of territorial organizations.

He holds a PhD in Management Sciences (University of Sophia Antipolis – Nice) and several postgraduate degrees (DESS) in finance, management control, and public management (Angers, Nantes, Le Mans). He has developed an approach grounded in analytical rigor, pedagogy, and the ability to make complex issues operational. His model of action is built on a strong conviction: a territorial authority is a complex organization in which each actor carries a political, institutional, and human identity that must be understood to achieve successful transformation.

Two key factors structure his approach:

  • identifying the political and organizational specificities of each institution;
  • explicitly integrating human variables into change management.

This method makes it possible to progressively engage stakeholders, secure transitions, and ensure strategic coherence.

He has taught in leading institutions such as Sciences Po Paris, CNFPT, EHESS Rennes, territorial institutes, the University of Orléans, and the Orléans Polytechnic School. His work and teaching focus on governance, territorial strategy, foresight, public performance, and organizational transformation.

In France, he supports a Regional Council (Centre‑Val de Loire) in its strategic orientations, governance mechanisms, and transformation projects. Internationally, he works with local authorities, ministries, and public institutions across Francophone Africa.
